针对当前社会人工智能发展现状，将人工智能技术应用到公共卫生领域，进行社会伦理问题的预防规范和法治管控，为互联网发展带来健康服务空间和和谐民生工程。通过对预防医学的生命伦理、法治前行与组织机构的集结全方位有机融合与政府管理，保障承载网络信息化疾病预防和控制维护，建立健全行业体制机制，实施可替代式岗位胜任特征模型，加强司法应用于公共卫生管理与心理，维护复合型干部队伍建设标准，实施政策制度促进健康型组织建设，推动健康国家公共卫生伦理发展研究。

In view of the current situation of social robots, artificial intelligence technology is applied to the field of public health to prevent and regulate social ethical issues and to regulate the rules of law, so as to bring healthy service space and harmonious livelihood project for the development of the Internet. By integrating the life ethics of preventive medicine, the advance of the rule of law and the organization with the government management in an all-round way, we can ensure the prevention, control and maintenance of diseases carrying network information, establish and improve the industry system and mechanism, implement the competency model of replaceable posts, strengthen the application of justice in public health management and psychology, maintain the standards for the construction of compound cadres, and implement the government. Policy system promotes the construction of healthy organizations and the development of public health ethics in healthy countries.
