AbstractIn order to construct the downsizing model of China's state-owned enterprises, the content of the perception of crisis of managers was studied, who made downsizing decisions when facing the problem of labor oversupply. 31 managers from 31 state-owned enterprises were investigated through self-made questionnaire and 11 managers from 9 state-owned enterprises were investigated through semi-structural interview. The results showed the content of the perception of crisis includes 5 aspects: 1)pressure from higher authorities, 2)pressure from employees, 3)pressure from special network of personal relationship, 4)pressure from short period of time, 5)pressure from the surprise of downsizing.
